AUBURN WELCOMES NEW DIRECTOR OF PLANNING & PERMITTING
DeCarlo Brown brings talent, enthusiasm, and vision to Team Auburn
AUBURN, ME — The City of Auburn is delighted to announce the appointment of DeCarlo Brown, AICP, CC-P, as Auburn’s new Director of Planning & Permitting.
Brown joins the City of Auburn from the Town of South Berwick, where he served as Director of Planning and Economic Development. There, he led transformative land use policy work, guided economic development strategy, and advanced major public investment initiatives. His accomplishments include modernizing zoning and development regulations, managing multi-million-dollar capital and TIF programs, and championing projects that strengthen small businesses, walkability, and community revitalization.
In addition to his work in South Berwick, Brown brings a breadth of experience from prior planning roles at both the municipal and county level. His background includes comprehensive planning, climate adaptation, infrastructure delivery, and extensive public engagement. He is known for effectively presenting complex land use and development concepts to elected officials, boards, and community stakeholders, helping translate technical planning theory into actionable policy.
“I’m grateful for the opportunity to be part of Auburn’s next phase of development,” said Brown. “I see remarkable potential in this community, and I’m excited to learn from its residents, understand their stories, build relationships, and help guide thoughtful, community‑driven growth.”
City Manager Phil Crowell is enthusiastic about Brown’s appointment, noting the importance of strong leadership in planning during a period of continued growth and community focus.

Brown will officially begin his role on April 21, 2026.
