CDBG Policies

The Auburn City Council has adopted four policies to define actions with respect to meeting certain federal regulations.

The Citizen Participation Plan defines the City's efforts to create a collaborative process whereby citizens assist in developing a vision for community development actions. The plan provides an opportunity for Auburn citizens to participate in various processes of the Community Development Program.

The Fair Housing and Affirmative Marketing Policy identifies actions to ensure nondiscrimination and equal opportunity in housing. The Cities of Auburn and Lewiston have identified impediments to fair housing choice and developed strategies to overcome the impediments.    This report includes a review of Fair Housing laws, local policies that affect housing, a market overview of each city, housing occupancy, home mortgage data, population, discrimination data, recommendations, and strategies.    The strategies include a five-year schedule of activities that will be carried out by the four partners in this effort, the Community Development Departments and the Housing Authorities of both cities.

The Residential Anti-Displacement and Relocation Assistance Plan identifies benefits and advisory services that are available when the City uses federal funds in an activity that results in displacement.

The Affordable Rent Policy describes how rents will be maintained as affordable to low- and moderate-income households.
