Clarification: The bid bond shall be payable to “Lewiston-Auburn Transit Committee”

Question: Specification section 051200 Structural Steel framing requires AISC-CSE certification for the building steel erector. There are only two AISC-CSE certified erectors in the Maine & New Hampshire area. Will you be requiring the use of one of the two erectors or will you consider the use of other qualified steel erectors?

Response: Erectors will not be required to be AISC-CSE certified.

Question: Will you consider steel fabrication from other than an AISC certified plant?

Response: Steel fabrication plants shall be AISC certified.

NOTICE TO CONTRACTORS


Sealed Bids addressed to the Lewiston-Auburn Transit Committee and endorsed on the wrapper “Bids for Downtown Auburn Transportation Center in the city of Auburn” will be received from contractors at the office of LATC, c/o AVCOG, 125 Manley Rd., Auburn, ME 04210 until 2:00 P.M. (prevailing time) on July 29, 2015 and at that time and place publicly opened and read. Bids will be accepted from all bidders. The lowest responsive bidder must demonstrate successful completion of project similar in size and scope to be considered for the award of this contract. Additionally, the successful bidder shall be required to pre-qualify per Maine DOT specification 103.3 Post Bid Qualification.

Location: The bus station is located in the Great Falls Plaza, north of Great Falls Road, south of Maine Central Railroad and northwest of the Esplanade and Auburn Housing Authority.

Outline of Work: The Downtown Auburn Transportation Center project consists of a 1400 sq. ft. one-story building to serve as a bus station in Auburn, Maine. The bus station provides an enclosed waiting area that includes women’s and men’s bathrooms, a driver break room with a private bathroom and a utility room. FTA funds will be utilized for the construction of the building.

Basis of Award: The basis of award will include the combination of Category 2 and The Downtown Auburn Transportation Center items as shown on the Schedule of Items. Add Alternate 1 – Furnishings is NOT part of the base bid.

Questions received after this time will not be addressed. Bidders shall not contact any other Departmental staff for clarification of Contract provisions, and the Department will not be responsible for any interpretations so obtained.

Each Bid must be made upon blank forms provided by the LATC and must be accompanied by a bid bond at 5% of the bid amount or an official bank check, cashier’s check, certified check, certificate of deposit, or United States postal money order payable to Treasurer, State of Maine as a Bid guarantee. A Contract Performance Surety Bond and a Contract Payment Surety Bond, each in the amount of 100 percent of the Contract price, will be required of the successful Bidder.

This Contract is subject to all applicable Federal Laws. This contract is subject to compliance with the Disadvantaged Business Enterprise program requirements as set forth by the Maine Department of Transportation.

The project is funded under a Federal Grant and the Contractor shall be required to comply with the Davis-Bacon standard wage rates and labor provisions as outlined in the Contract Documents. General Decision Number: ME 15033 3/20/15 ME33

All work shall be governed by “State of Maine, Department of Transportation, Standard Specifications, Revision of November 2014 Edition".
